Payee search fix and admin action repairs

Searching for a payee on the payment request page could break when the search found nothing — which is exactly when a treasurer is about to add a new payee. This release fixes that, repairs six admin actions that were failing with an unreadable error, and adds automated checks so both kinds of defect fail the build in future rather than surfacing when someone clicks the button.
